This is a Japanese snack called Taiyaki. It has its face bitten off once, but traditional flavor is red bean as a filling. Other common options are chocolate, or custard.

The extra skin extended from the fish is called “hane” or in english “wings”. Some people peel it off and enjoy the skin like a cookie.
